I know when it comes to creating weapons its 100% about safety, So I have been looking around for how to create swords and what would be considered a "Pass" by your rules.

boffer - Pvc and foam covered are fine, flat blade camping mat foam works too. as long as you have a safe thrusting tip, and the weapon is not hard edged... it should be fine.
